Summary

Die Verarbeitungsebene stellt das zentrale Bindeglied zwischen der landwirtschaftlichen Erzeugung und dem Handel bzw. Verzehr von Lebensmitteln dar. Die vorliegende Studie analysiert auf Basis einer Kombination aus quantitativer Strukturdatenanalyse und qualitativen Fachgesprächen die aktuelle Struktur und die zentralen Herausforderungen der ökologischen Lebensmittelverarbeitung in Deutschland. Hintergrund der Studie sind dabei sowohl die poli-
tischen Ziele zum Ausbau des Ökolandbaus als auch die wachsende Nachfrage nach Bio-Lebensmitteln durch Verbraucherinnen und Verbraucher. Die Ergebnisse der Studie zeigen, dass die Branche trotz des allgemeinen Konzentrationstrends in der Ernährungswirtschaft generell noch immer mittelständisch geprägt ist. Die ökologische Verarbeitung ist dezentral aufgestellt und aufgrund regionaler Rohwarenbezüge eng mit der lokalen Landwirtschaft verknüpft. Als lokaler Abnehmer spielt sie eine relevante Rolle für die Wertschöpfung in den Regionen, bietet langfristige Arbeits- und Ausbildungsplätze und sicherte die Resilienz der Lebensmittelversorgung in Deutschland. Trotz insgesamt steigender Betriebszahlen identifiziert die Studie zentrale Herausforderungen für die Unternehmen: zunehmender Preisdruck, Fachkräftemangel, bürokratische Hürden und die wachsende Marktmacht des Lebensmitteleinzelhandels setzen mittelständische (Bio-)Verarbeiter zunehmend unter Druck. Bestehende Rahmenbedingungen und eine mangelnde politische Beachtung der spezifischen Bedarfe mittelständischer Unternehmen treiben den Strukturwandel voran. Gleichzeitig untermauern die Projektergebnisse die Feststellung, dass die Struktur der Verarbeitungswirtschaft massive Auswirkungen auf deren Eignung für die Verarbeitung von Bio-Rohstoffen hat: da Bio-Rohstoffe in vielen Regionen (noch) in begrenzten Mengen produziert werden und v. a. bei pflanzenbaulichen Erzeugnissen z. T. andere oder diversere Qualitätseigenschaften aufweisen, können sie von (zu) großen und (zu) weitgehend automatisierten Strukturen nicht aufgenommen werden. Insofern gefährden die Konzentrati-
onsprozesse in der Ernährungswirtschaft die Ausweitung des Ökolandbaus. Damit der geplante Ausbau des Ökolandbaus gelingt und die Versorgung mit heimischen Bio-Lebensmittel langfristig gesichert werden kann, braucht es eine konsequente politische Stärkung einer vielfältigen und bio-tauglichen Verarbeiterlandschaft. Mittelstandstaugliche Berichts- und Dokumentationspflichten, praxistaugliche Investitionsförderungen, die Schaffung fairerer Wettbewerbsbedingungen für arbeitsintensivere Gewerke sowie die Stärkung der Innovationskraft kleiner und mittelständischer Betriebe bilden relevante Hebel zur Stärkung einer nachhaltigen und resilienten Verarbeiterlandschaft.


Summary translation

The processing level represents the central link between agricultural production and the trade or consumption of food. Based on a combination of quantitative structural data analysis and qualitative expert interviews, this study examines the current structure and the key challen-
ges of organic food processing in Germany. The background to the study includes both the political goals to expand organic farming and the growing consumer demand for organic food. The study’s findings show that, despite the general trend toward concentration in the food industry, the sector remains largely characterized by small and medium-sized enterprises (SMEs). Organic processing is decentralized and, due to regional sourcing of raw materials, is closely linked to local agriculture. As a local buyer, it plays a relevant role in regional value creation, provides long-term jobs and training opportunities, and ensures the resilience of
Germany’s food supply. Despite an overall increase in the number of businesses, the study identifies central challenges for companies: increasing price pressure, a shortage of skilled labor, bureaucratic hurdles, and the growing market power of food retailers are putting increasing pressure on SMEs in the (organic) processing sector. Existing framework conditions and a lack of political consideration for the specific needs of SMEs are driving structural change. At the same time, the project findings substantiate the observation that the structural organization of the processing industry significantly influences its suitability for handling organic raw materials. Given that organic raw materials are still produced in limited quantities in many regions and, particularly in the case of agricultural products, often exhibit different or more diverse quality characteristics, they cannot be effectively integrated into (overly) large and automated systems. Consequently, the ongoing concentration processes within the food industry pose a risk to the expansion of organic farming. For the planned expansion of organic farming to succeed and to ensure the long-term supply of domestic organic food, there needs to be consistent political support for a diverse and organic-compatible processing landscape. SME-friendly reporting and documentation requirements, practical investment incentives, the creation of fairer competitive conditions for more labor-intensive trades, and strengthening the innovative capacity of small and medium-sized enterprises are relevant levers for building a sustainable and resilient processing landscape.
