Summary
Im Projekt hatte der BÖLW zum Ziel, Impulse für die Weiterentwicklung der ZöL zu generieren. Um ein möglichst weites Spektrum an Ideen zusammenzutragen, wurde eine europäische Plattform gesucht und gefunden, die viele Expertinnen und Experten aus der Bio-Branche in Europa und weltweit zusammenbringt: der European Organic Congress (Europäischer Bio-Kongress, EOC). Einst als Veranstaltung in Berlin geplant, wurde der EOC aufgrund von Corona digital durchgeführt – mit Blick auf das Projekt-Ziel ein echter Gewinn, denn anstatt der geplanten 250 beteiligten sich 950 Gäste aus aller Welt, die wertvolle Erfahrungen einbrachten.
In insgesamt fünf Sessions vom 1. bis 3. Juli 2020 wurden Themen diskutiert, die entweder rahmende oder konkrete Impulse für die ZöL lieferten: Der Auftakt “Organic in Action: Get inspired” enthielt vor allem hinsichtlich der Außer-Haus-Verpflegung Erfahrungswerte und Best-Practice-Beispiele aus ganz Europa. Die anschließende Diskussion “Das neue Bio-Recht: Wie der Übergang gelingt” machte offensichtlich, welche Herausforderungen die Branche noch bewältigen muss bei der Reform der EU-Öko-Verordnung – und welche Schussfolgerungen für die ZöL gezogen werden müssen. Das Panel “25 % Bio-Fläche bis 2030: Wie trägt die GAP bei?” besprach die neuen europäischen Rahmenbedingungen für die Landwirtschaft im Allgemeinen und den Ökolandbau im Speziellen. Die Debatte war beispielgebend dafür, welche Politiken künftig stark auf die ZöL wirken werden – von der Farm to Fork-Strategie über die Gemeinsame EU-Agrarpolitik bis hin zum European Organic Action Plan und nationaler Gesetzgebung. Die dringlichste Empfehlung der Expertinnen und Experten dieser Session war, qualitative Ziele in alle künftigen Strategien kohärent zu implementieren.
Nachfolgend wechselten die Gespräche von der Makro- zur Mikroebene, als sich Panelgäste und Teilnehmerinnen und Teilnehmer zu “Bio in Action: Die Kraft eines guten Plans” rege austauschten. In drei Break Out-Session, die mit jeweils zwei Sprecherinnen und Sprechern aus verschiedenen Teilen Europas besetzt waren, wurde zusammen mit dem Publikum folgende Frage gebrainstormt: Wie können Öko-Aktionspläne alle Stufen der Bio-Wertschöpfungskette unterstützen? Hier entstanden zahlreiche Ideen, was Regierungen tun können, um für resilientere Landwirtschaft, mehr Bio-Herstellung und stärkere Bio-Nachfrage zu sorgen.
Der EOC schloss mit einer zugleich visionären aber auch sehr realitätsnahen Debatte, die absolut in die Zeit passte: “Europas Landwirtschaft und Ernährung in der Post-Covid-19-Welt”. Hier kam einmal mehr zum Tragen, dass Wissenstransfer und widerstandsfähige Wertschöpfungsketten zentral für den Umbau von Ernährung und Landwirtschaft sind. Aspekte, die demnach auch für die Agenda der ZöL empfohlen wurden.

In the project, BÖLW aimed to generate fresh impulses for the further development of the German Organic Action Plan (in short: ZöL). In order to gather as broad a spectrum of ideas as possiblle, a European platform was sought that would bring together many experts from the organic sector: the European Organic Congress (EOC). Originally planned as a physical event in Berlin, it was evolved into a digital event over the course of the project. This turned out to be advantageous with regard to the project goal - instead of the planned 250, 950 guests from all over the world could be welcomed. In five sessions, which took place over three days from July 1 to 3, 2020, topics were dis-cussed that provided either overarching or concrete impulses for the ZöL: The kick-off "Organic in Action: Get inspired" included experiences and best practices from all over Europe, especially with regard to out-of-home catering. The subsequent discussion "The new organic regulation: are you ready for it?" outlined which challenges still await the sector in terms of the reform of the EU organic regulation – and what conclusions this will have for the ZöL. The panel "25 % organic area by 2030: How does the CAP contribute?" discussed the new European framework conditions for agriculture in general and organic farming in particular. The debate set an example of which policies will have a strong impact on the ZöL in the fu-ture - from the Farm to Fork Strategy, the EU Common Agricultural Policy, the European Or-ganic Action Plan down to the national legislation. The most urgent recommendation from the experts was to implement qualitative objectives coherently in all future strategies. In the following the discussions changed from the macro to the micro level, when panel guests and participants engaged in a lively exchange on "Organic in Action: The power of a good plan". In three break-out-sessions, each with two speakers from different parts of Eu-rope, participants brainstormed the question: How can organic action plans support the diffe-rent stages of the organic value chain? The sessions generated many ideas on what govern-ments can do to ensure an agriculture that is more resilient, more organic processing and stronger organic demand. The EOC concluded with a debate, both visionary and realistic: "Europe's agriculture and food in the post-Covid 19 world". Here it was once again highlighted that knowledge transfer and resilient value chains are central to the transformation of food and agriculture. Aspects that were therefore also recommended for the ZöL agenda.
