Summary

Das Bio-Angebot in der AHV reicht von der Umstellung einzelner Produkte, über Öko-Tage, -Wochen und -Menüs bis hin zur vollständigen Umstellung. Die wenigsten AHV-Betriebe mit Bio-Verwendung sind gemäß EG-Öko-Verordnung zertifiziert. Ebenso ist den wenigsten die Kontrollpflicht bekannt.
Zur Zeit der Erhebung kontrollierten lediglich sieben der insgesamt 20 befragten Kontrollstellen AHV-Betriebe. Die wenigsten verfügten über entsprechend ausgebildetes Personal und speziell für diesen Bereich verfasste Kontrollformulare.
Die Kontrollstellen mit AHV-Erfahrung orientieren sich am Standardkatalog für Verarbeitungsbetriebe. Nach deren Ansicht bestehen gegenüber anderen Verarbeitungsbetrieben vier Hauptunterschiede. AHV-Betriebe arbeiten in der Regel nicht mit festen Rezepturen; die Kennzeichnung kann nicht am Produkt selbst erfolgen; es bestehen z.T. erhebliche Beschaffungsprobleme; eine häufig nicht vorhandene Dokumentation erschwert die Warenflusskontrolle. Bereits zertifizierte AHV-Betriebe nennen ähnliche Problembereiche wie die Kontrollstellen.
Nach einem Rechtsgutachten müssen sich alle AHV-Betriebe dem Kontrollverfahren der EG-Öko-Verordnung unterstellen, wenn sie Bio-Produkte einsetzen und diese als solche kennzeichnen. Die Vorgaben der Verordnung dürften nicht strenger ausgelegt werden, als dies zur Erreichung der Verbraucherschutzziele notwendig ist. Deshalb seien angemessene und praktisch wirksame Kontrollkonzepte zu entwickeln.
Von der neuen Situation sind verschiedene Akteure betroffen und zu Handlungen gezwungen. Es werden konkrete Maßnahmen für alle Akteursgruppen vorgeschlagen, wobei der Öffentlichkeitsarbeit eine besondere Bedeutung zukommt.

Incorporation of organic produce in the food service sector ranges from the exchange of individual products, organic days, organic weeks or complete organic lines to the complete conversion of an entire enterprise. Few food service outlets in Germany that use organic produce have been certified according to the EU organic regulation and hardly any are aware of legal obligations.
At the time of enquiry only seven of the twenty surveyed certifiers inspected food service enterprises. They did not have specially trained personnel, nor any special knowledge or specially developed technical guides.
In the opinion of the certifiers four main differences can be determined to traditional organic processors. Food service enterprises do not usually work with fixed recipes, labelling cannot take place on the product, there are some substantial procurement problems and frequently non-existent documentation makes flow control difficult. Food service enterprises which are already certified identified similar problem areas.
According to legal opinion all food service enterprises are subject to the inspection procedure of the European Union organic regulation, if they use organic products and label these as organically produced. The various aspects of the regulation may not be laid out more strictly than necessary for achieving consumer protection goals. Therefore appropriate and practically effective control concepts have to be developed.
Almost all stakeholders are affected by this new situation and forced to take action. When appropriate measures are planned it is essential to consider all sector participants. Concrete measures are suggested whereby good PR is essential.
