Erreichung des EU-Ziels 25% Ökofläche bis 2030: Machbarkeit, Folgen und politische Empfehlungen

Summary

The EU’s target of 25% of agricultural area to be managed organically by 2030 was set as part of the Farm to Fork and Biodiversity Strategies under the Green Deal in 2020.
At the time, 9% of EU farmland was organic, by 2025 it was approaching 12%. At the EU-level, the exponential growth since 2000, approximately a doubling every decade, was being maintained until 2023. This will not be enough to reach 25% by 2030 – more likely the target will be reached in 2035 or later. Growth in countries with more mature organic sectors, like Germany, France, Denmark, Sweden and Austria, has been held back by weak market demand following the Covid pandemic and the Ukraine conflict, but other countries, notably Portugal, Greece, Ireland, Romania and Bulgaria, have shown rapid growth. We explore reasons for the differing trends, assess the potential for, and some possible impacts of, achieving the EU target, and present some policy recommendations from the Organic Targets for EU project which ended in Feb. 2026.
