Dit verkennend onderzoek begon met de vraag: wat zijn de achterliggende redenen voor de hoogoplopende spanningen tussen agrarisch ondernemers en de overheid in de transitie naar kringlooplandbouw? Om deze brede vraag concreet te maken en beleidsrelevant te maken is het Nederlandse melkveehouderij- en mestbeleid kwalitatief onderzocht. Analyses van interviews laten zien dat er zes lastig verenigbare doelen bestaan bij melkveehouder en ambtenaren rond het mestbeleid en praktijk.
Summary translation
This exploratory study started with the question: what are the underlying reasons for the tensions between agricultural entrepreneurs and the government in the transition to circular agriculture? To make this broad question more specific and to make it relevant for policy the Dutch dairy farming and manure policy has been studied qualitatively. Analyses of interviews show that there are six difficult to reconcile goals for dairy farmers and policy makers regarding manure policy and practice.
