Summary
Forschung und Entwicklung stellen wichtige Voraussetzungen für Innovation und Zukunftsorientierung in Österreich dar. Das Lebensministerium wird mit dem Forschungsprogramm PFEIL10 Antworten auf Forschungsfragen geben und neue Wege der Vernetzung begehen.
Mit dem „Programm für Forschung und Entwicklung im Lebensministerium 2006 – 2010“ (PFEIL10) schließt das Lebensministerium an die erfolgreiche Gestaltung und Umsetzung des Forschungsprogramms PFEIL05 an.
Die im Bundesministeriengesetz (Novelle 2000) betonte angewandte Forschung bedarf einer breiten vertikalen und horizontalen Vernetzung. Angesichts restriktiver Budgetmittel und unter Beachtung von allen Bereichen einer gemeinsamen Finanzierung und Forschungsbeauftragung sollen gezielt Synergieeffekte genutzt und die Qualität der Ressortforschung aufrechterhalten werden.
Netzwerke und Kooperationen gewinnen national und auf EU-Ebene besondere Bedeutung. Dies gilt auch für die Programmebene. Das Lebensministerium hat mit PFEIL05 und dessen Einbettung in die Forschungsstrategie für nachhaltige Entwicklung (FORNE 2004) einen wichtigen Schritt zur Vernetzung der verantwortlichen Akteure BMBWK, BMVIT und Lebensministerium gesetzt. Mit PFEIL10 soll diese Kooperation und Abstimmung noch verstärkt werden. Über die Beteiligung an ERA-NETs sollen zukünftig ausgewählte Forschungsanliegen in transnationalen Programmen abgewickelt werden.
Die strategische Ausrichtung der Forschung basiert auf drei Zielen:
• Forschungsthemen werden thematisch gebündelt und fokussiert
• Effiziente Umsetzung von Forschungsergebnissen durch verstärkte interdisziplinäre Arbeit, Kooperation und Controlling unter Berücksichtigung begrenzter Mittel (Personal und Budget)
• Schaffung und Sicherung der Voraussetzungen für eine hohe Qualität des Lebens in Österreich.
Unter strikter Beachtung der Österreichischen Strategie zur Nachhaltigen Entwicklung konzentriert das Lebensministerium seine Forschungsaktivitäten auf drei Strategiefelder: Lebensgrundlagen, Lebensraum und Lebensmittel.
Das Lebensministerium steckt mit PFEIL10 den Rahmen für die Forschungsaktivitäten im eigenen Bereich ab. Die Auftragsforschung gemäß Forschungsorganisationsgesetz sowie die Forschungsaktivitäten in den ressortzugehörigen Forschungsstellen orientieren sich an der inhaltlichen und strategischen Ausrichtung dieses Programms.

With the current ”Programme for Research and Development of the Ministry of Life 2006 – 2010“ (PFEIL10), the Ministry of Life continues the successful organisation and realisation of the research programme PFEIL05.
Applied research as highlighted in the Federal Ministries Act (amendment 2000) requires extensive linkages in vertical and horizontal directions. In view of restricted budgets and considering all aspects of joint financing and allocation of research contracts, synergetic effects must be used purposefully and the quality of in-house ministerial research must be maintained.
Networking and cooperation gain special importance at the national and European levels. This is also true for the programme domain. With PFEIL05 and its integration into the research strategy for sustainable development (FORNE 2004), the Ministry of Life has made an important step towards linking the responsible partners BMBWK, BMVIT and the Ministry of Life. PFEIL10 will further strengthen this cooperation and the synchronisation of programmes. Through participation in ERA-NETs, selected research concerns will be carried out in transnational programmes in the future.
The strategic orientation of research follows three objectives:
• Thematic bundling of and focus on specific research issues
• Efficient realisation of research results by means of increased interdisciplinary work, cooperation and controlling with regard to limited resources (personnel and budget)
• Creating and ensuring the prerequisites for a high quality of life in Austria.
Strictly conforming to the Austrian Strategy for a Sustainable Development, the Ministry of Life concentrates its research activities on three strategic areas: bases of life, living space and food.
With PFEIL10 the Ministry of Life determines the framework of research activities in its own sector. The contract research according to the Research Organisation Act and the research activities in ministry-related research centres follow the content and strategic orientations of this programme.
