Summary
Ausgangslage
Mit der Verordnung EU-VO 178/2002 werden die allgemeinen Grundsätze für die Lebensmittel- und Futtermittelsicherheit festgelegt. Zentraler Bestandteil ist die Regelung, dass Lebens- und Futtermittelhersteller zu jeder Zeit in der Lage sein müssen, die verantwortliche Person festzustellen, von der ein Produkt (Vorprodukt, Rohstoff, Zusatzstoff) bezogen wurde. Um diese Vorgabe zu erfüllen, müssen entsprechende Verfahren und Systeme eingerichtet werden, die sowohl Informationen über den Bezug eines Produkts als auch über seinen Verkauf enthalten. Diese Regelung gilt auch für Bio-Produkte.
Bisher bestehende bzw. im Aufbau begriffene technische Rückverfolgbarkeitssysteme dienen je nach Hersteller sehr unterschiedlichen Zwecken. Bei allen Systemen handelt es sich derzeit jedoch um Insellösungen: Die Betreiber lösen zwar die für sie relevanten Fragestellungen, Schnittstellen zur Verknüpfung der bestehenden Systeme existieren jedoch in der Regel nicht.
Ziele und Ergebnisse im Projekt
Ziel des Projekts war die Entwicklung eines einheitlichen Datenstandards als Basis für eine Verknüpfung der verschiedenen Datenbanksysteme um eine stufenübergreifende Rückverfolgbarkeit und Herkunftssicherung von Bio-Produkten zu gewährleisten. Bei der Entwicklung wurden bestehende relevante Standards wie EAN 128 und EANCOM sowie der agroXML-Standard soweit möglich berücksichtigt.
Der Datenstandard und das darauf aufbauende XML-Schema sind unter www.organicXML.com verfügbar und stehen somit für Softwarefirmen zur Verfügung, um darauf aufbauend XML-Schnittstellen für den automatisierten Datenaustausch zu entwickeln.
Ein weiterer Schwerpunkt des Projekts war die Erarbeitung eines Konzepts zur Verwendung von Rückverfolgbarkeitsdaten in der Verbraucheransprache. Mit www.bio-mit-gesicht.de wurde das erstellte Konzept in Form einer Informationsplattform für Verbraucher umgesetzt.
Abschließend wurden im Modul „Wissenstransfer“ drei ausgewählte Unternehmen bei der Erstellung eines Konzepts für die technische Rückverfolgbarkeit unterstützt. Die wichtigsten Erkenntnisse wurden in Form eines Leitfadens anderen Unternehmen zur Verfügung gestellt und damit nutzbar gemacht.

Background
European Union Regulation 178/2002 establishes common principles for the safety of food and animal feed. The vital element is the provision that any producer of food or animal feed must be able to identify at any time the responsible person from whom a product (preliminary product, raw material, additive) was purchased. To comply with this requirement, procedures and systems have to be set up which not only collect information about the sourcing of a product but also about its sale. This applies equally to organic products.
The technical traceability systems presently available or under development serve very different purposes depending on the respective producer. All of these systems are isolated applications so far: While they are suited to the specific demands of the operator, there are generally no interfaces to link the existing systems.
Objectives and results of the project
The objective of the project was to develop a uniform data standard which enables the combination of different database systems in order to guarantee traceability and assurance of origin of organic products along the entire supply chain. Existing standards of relevance, such as EAN 128, EANCOM and agroXML-, were taken into account as far as possible in the development process.
The data standard and the XML schema building upon it are available at www.organicXML.com. They are thus available to software developers to develop XML interfaces for automated data exchange.
A further priority of the project was the development of a strategy to use traceability data to appeal to consumers. This strategy has been implemented with www.bio-mit-gesicht.de in the shape of a consumer information platform.
Finally, in the “Knowledge Transfer” module three selected companies were supported in developing a strategy for technical traceability. The most important findings were compiled in the form of guidelines and made available to other companies, and were thus made widely accessible.
