Der Biolandbau profitiert in Deutschland neben einer positiven Nachfrageentwicklung von einem bunten Strauß verschiedener nationaler und regionaler Politikmaßnahmen. Trotz dieser günstigen Bedingungen stellen hierzulande immer weniger Betriebe auf Ökolandbau um. Zuletzt betrug der Zuwachs nur noch zwei Prozent. Was müsste sich ändern, damit die ökologisch bewirtschaftete Fläche – wie politisch gewünscht – in Deutschland stärker zunimmt? Summary translation
Organic farming in Germany profits from both a positive development in demand and a wide range of very different national and regional policy measures. Despite these favorable conditions, increasingly few farms are converting to organic farming. In 2014 the growth was only 0.3 percent. While the profit from organic products has increased annually from five to nine percent since 2011, the organically farmed area in Germany has only increased between one and three percent in the past four years.
In order to give organic farming in Germany additional growth impulses, the German Ministry of Agriculture launched the drafting of a Future Strategy for Organic Farming and assigned the Thünen Institute the coordination of the strategy process. With the future strategy for organic farming the Ministry wants to crank up the growth of the domestic bio branch. The Ministry is working together with representatives of the organic food industry, and also includes the German federal states as well as scientific and other organizations in this strategy process concept on recommendations for central fields of action up to the end of 2016. The aim is to attain the sustainability strategy of the federal government anchored in the goal “20 percent organic farming”.
In addition to coordinating the strategy process, the Thuenen Institute is also accompanying research on further strategies for organic farming in two sub- projects

- Sub-project 2: Promotion of organic farming from a farm perspective, Promotional project number FKZ 15OE034
The goal of the research project is to gain knowledge on successful promotional strategies and favorable framework conditions for organic farming. Here, in addition to promotional strategies in Germany and the EU, experiences after the implementation of CAP 2013 are documented. In addition, the various framework conditions, relevant external factors of influence and growth barriers are identified. Ultimately conclusions for effective agricultural policy will be drawn.
The research project is divided into four working modules:
- Module 1: Shaping of relevant organic promotional measures in Germany
The financial support of organic farming in Germany has shown very dynamic development in recent years. This holds true for both for federal policy as well as state policy. Further changes resulted from the start of the new ELER promotional period. In order to obtain a current overview of the shaping of the promotions, the following working steps are planned linked to the previous tasks (Nieberg et al, 2011):
-- Calculation of the organic promotional measures and promotion funding in the individual federal states (area and marketing promotion, consumer information, etc.) including relevant measures in the framework of the European Innovation Partnership (EIP) with the help of a written questionnaire.
Preparation of the available data material on the financial promotion of organic farming on the national level (BÖLN, GAK)
- Module 2: Regional development, promotional strategies and coherence of promotional policy
The growth of the organic sector is to a large extent determined by the shaping of the specific organic promotional measures, how the promotion of organic farming is anchored in the general agricultural and resource political strategies of a country or region, and whether a coherent overall strategy exists. First analyses were carried out four years ago for Bavaria and Lower Saxony by Padel et al (2011). Building upon this in the framework of the planned project, (a) the determining grounds for the various regional developments of organic farming the recent years are identified with the help of expert interviews and b) a strategy analysis is performed in the form of a structured evaluation of available publications (ELER program, strategy papers, etc.) for all federal states (excepting city states) and c) the coherence of promotional policy to-date is evaluated on this basis and under consideration of the results of Modules 3 and 4
- Moduel 3: The development and promotion of organic farming from a farm perspective
A comprehensive structural and situation analysis of organic farming in Germany was carried out within the framework of a practical research project in the years 2002 and 2003. A total of 218 organic farms across Germany were randomly chosen and studied at that time (Rahmann et al, 2001). In order to adequately consider promotional policy to date and identify important points for a coherent organic promotional policy from a farm perspective, a repeat of the survey is planned. Here both production and technical aspects will be considered as well as the expectations and problems of farms in the past twelve years. Also to be studied are the development course of the farms and their adaptation to changed agricultural policy framework conditions as well as their perspectives for the future and further development strategies. In order to analyze specific aspects and interesting results from the written survey in more depth, in a second working step semi-structured interviews are planned for a total of 25 farms.
- Module 4: Promotion of organic farming in the EU
The development of organic farming in Germany is influenced by the situation in other EU member states as well as the domestic agricultural policy situation. That is why an update of the survey on organic promotional measures in the EU by Sanders et al. (2011) is planned.
As a supplement, detailed case studies (expert interviews and web based information research) in the three EU countries, Austria, France and Denmark are planned with the aim of studying various development dynamics and the political framework conditions of organic farming in order to glean relevant knowledge and impulses for the promotion of organic farming in Germany.
The results of both sub-projects shall be used to develop concrete fields of action to promote the organic branch in Germany in the framework of the Foundation for the Future of Organic Farming of the German Ministry of Agriculture.
