Summary
Este trabalho analisa de que modo a Empresa Brasileira de Pesquisa Agropecuária (Embrapa) incorpora as demandas ambientais na agricultura. Para realizarmos tal tarefa, analisamos as modificações institucionais ocorridas na Embrapa e as pesquisas conduzidas pela empresa ao longo dos anos. Partimos do princípio de que a questão ambiental impulsiona novos padrões de competitividade atrelados à qualidade ambiental e assim, origina e redimensiona novas áreas de pesquisa. Nesse sentido, a temática ambiental configura-se potencialmente não só como um elemento indutor de transformações nas linhas de pesquisa, mas também como um elemento indutor de transformações nas instituições nas quais se desenvolvem essas pesquisas.
Por um lado, a análise das modificações institucionais ocorridas na Embrapa indicou que, no âmbito formal, a incorporação das questões ambientais teve início em meados dos anos de 1980, quando começou um processo de mudanças no modelo organizacional da instituição. Esse processo foi baseado na revisão do modelo da empresa diante das modificações do ambiente geral, que envolvem as transformações no papel do Estado, as mudanças técnico-científicas das últimas décadas, os novos padrões concorrenciais e a globalização dos mercados. O resultado desse processo também foi um reflexo das alterações constatadas pelas instituições públicas de pesquisa agrícola no quadro da agricultura mundial. Tais alterações foram expressas sobretudo através do questionamento do padrão produtivista, que passou a apresentar sinais de esgotamento a partir da década de 1980.
Por outro lado, a análise das pesquisas sob um enfoque ambiental revelou nitidamente o redirecionamento das pesquisas da Embrapa, que diminuiu as pesquisas baseadas no padrão produtivista e se orientou para um novo modelo, marcado por práticas agrícolas mais ecológicas. Num primeiro momento, esse redirecionamemo foi devido à necessidade de reduzir o consumo de insumos agrícolas, isto é, o direcionamento da pesquisa foi devido a fatores econômicos e não ambientais. Num segundo momento, o crescimento das pesquisas com tecnologias mais ecológicas foi devido ao agravamento dos impactos ambientais.
Summary translation
This work analyzes in what ways EMBRAPA (BRAZlLIAN INSTITUTION OF A RESEARCH) assimilates enviromental demands in agriculture. To carry out such a task, we have analyzed the institutional changes that have taken place at EMBRAPA and the research carried out by the institution throughout the years. Our initial hyphotethis is that the enviromental debate promotes new patterns of competition associated with enviromental quality and thus organizes new research fields. In this sense, the enviromental issue is potentially characterized not only as an inductive element of changes in research areas, but also as an element that brings about changes in the institutions where these pieces of research are carried out.
On the one hand, analysis of the changes that took place at EMBRAPA has shown that, formally, the inclusion of enviromental issues began in the mid 1980's, when a process of changes started in the organizing model of the institution. That process was based on the reformulation of the institution's model due to alterations in the general context which involves the transformations in the role of the State, the technological and scientific changes of the last decades, the new patterns of competition and the globalization of markets. The outcome of that process was also a reflex of the alterations evidenced by public institutions of agricultural research in the worldwide context. Such changes were revealed mainly through the questioning of the productivity pattern which has come to show evidence of exhaustion from the 1980's.
On the other band, the research analysis focused on the enviroment clearly showed new ways of conductiong research at EMBRAPA, which limited researching activities based on the productivity pattern and adopted a new model characterized by more ecological agricultural practices. Initially, this re-organization was due to the necessity of reducing the consumption of agricultural materials. i.e, the aim of the research carried out by EMPRAPA was the result of economical and not enviromental factors. Secondly, the growth of research with more ecological technology was caused by the worsening of enviromental impacts.
