Summary

Das Ziel der Untersuchung ist, Hindernisse für die Umstellung von Gemüsebaubetrieben auf ökologische Produktionsweisen zu identifizieren. Die Untersuchung liefert wichtige Erkenntnisse in den drei Bereichen:
(1) Wahrnehmung des Produktionsrisikos im ökologischen Gemüsebau,
(2) Einschätzung der Absatzbedingungen für Umstellungsware, sowie
(3) Wechselwirkungen zwischen den beteiligten Akteuren. Im Rahmen der Untersuchung wurde der individuelle Entscheidungsprozess untersucht und systematisiert.
Das Produktionsrisiko ist im Gemüsebau im Vergleich zum landwirtschaftlichen Ackerbau sehr groß. Zudem stellt insbesondere die Produktion für den Frischmarkt besonders hohe Ansprüche an den Produzenten. Produktionsbedingte Probleme, wie Pflanzenschutz, Düngung und Unkrautregulierung können nur in einem begrenzten Rahmen vom Produzenten beeinflusst werden.
Die strukturellen Entwicklungen und Wettbewerbsbedingungen im Markt für konventionell/ integriert erzeugtes Frischgemüse haben dazu geführt, dass nur ein geringer Anteil der Gemüsebaubetriebe die Anforderungen für eine Umstellung erfüllt. Im Meinungsbildungsprozess umstellungsinteressierter Betriebe treten durch anstehende Routineentscheidungen und soziale Informationsbarrieren Probleme auf, so dass die Entscheidungsfindung nicht selten abgebrochen wird. Die Wahrnehmung der Entwicklungen im ökologischen Landbau, wie z.B. die Intensivierung wirkt sich negativ auf die Entscheidungsbereitschaft aus.
Die Absatzstrukturen für ökologisches Gemüse weisen - aufgrund der bisherigen Struktur der ökologischen Betriebe auf der einen Seite, und der Struktur des Einzelhandels auf der anderen Seite - Schwächen auf, die sich als hemmend für die Entwicklung des Marktsegments erweisen. Da umstellungsinteressierte Betriebsleiter strategische Entscheidungen primär am Markt– und nicht an Förderungen - orientiert treffen, ist die fehlende Wahrnehmung einer Marktchance ausschlaggebend für die Entscheidung gegen die ökologische Umstellung eines Gartenbaubetriebes.


Summary translation

This project aimed at identifying problems of horticultural companies when converting from conventional to organic production. The analysis concentrated on the following three areas: (1) perception of the risk of production in organic vegetable farming, (2) estimation of conditions of sales for products of farms converting to organic farming, and (3) interactions between involved parties.
The risk of production in organic horticulture is very high relative to that in agriculture. In addition to that the production of fresh market vegetables is especially demanding for horticultural producers. The conditions of production, such as pest management, fertilization, and weed regulation, can only to a very limited extent be influenced by producers. This study analyzed and systematized the individual decision making process of vegetable farm managers.
Due to the structural developments and market competition for conventional/integrated produced fresh vegetable only a small portion of horticultural companies fulfills the complex prerequisites for a conversion to organic production. Daily decision making and social barriers to information cause problems in decision making of producers interested in converting to organic practices. Consequently, interested entrepreneurs often decide against conversion. The farmers’ perception of the development of organic agriculture with its trend to intensification are negatively affecting their judgement of the comparative advantages of organic horticulture.
Finally, the weak marketing structures for organic vegetable hinder the development of this market segment due to, on the one hand, the current structure of organic farms, and on the other hand, concentrated food retail chain structures. Managers of vegetable farms interested in conversion to organic production make their decision in the light of market signals – and not according to available subsidies. As they do not perceive market signals in favor of conversion, farm managers often opt for further producing the conventional/integrated way instead of converting to organic horticulture.
