Summary

Im Projekt wurde anhand qualitativer und quantitativer Befragungen v.a. in biologisch und konventionell arbeitenden Gärtnereien der aktuelle Stand der Erzeugung und Vermarktung ökologischer Zierpflanzen, Stauden und Gehölze ermittelt sowie ein Überblick über die Rahmenbedingungen gewonnen.
• Nach Hochrechnungen werden in Deutschland zurzeit auf insgesamt 56 ha Freiland und 12 ha Hochglas Biozierpflanzen und auf 370 ha Freiland bzw. 7 ha Containerfläche Baumschulerzeugnisse produziert.
• Von den befragten Betrieben würden insgesamt 90 % aus heutiger Sicht wieder mit dem Bioanbau beginnen.
• In der Produktion zeigen sich die Probleme allgemein kleiner als vor der Umstellung erwartet - dies gilt auch für den Pflanzenschutz. Schwierigkeiten bereiten in allen Bereichen vor allem die Punkte Beikrautregulierung und Nährstoffdynamik in Substraten, im Zierpflanzenbau außerdem die Beschaffung von Jungpflanzen, in der Baumschule der Nachbau nach Rosaceaen.
• Vor allem direkt absetzende Erzeuger sehen in der Vermarktung das größte Problem. Dagegen beklagen Marktakteure im Großhandelsbereich Schwierigkeiten bei der Beschaffung akzeptabler Bioprodukte.
• Die meisten Bio-Betriebe nehmen bei ihrer Entscheidung zur Umstellung finanzielle Nachteile in Kauf. Umstellungshemmnisse bei konventionellen Betrieben liegen in den Bereichen Jungpflanzenbeschaffung und Markt.
• Die Richtlinien sind in Details ergänzungs- bzw. verbesserungsbedürftig, bei der Kontrolle wird vor allem die Fachkompetenz der Kontrolleure kritisiert. Sehr uneinheitlich ist die Förderung der Betriebe in den Bundesländern geregelt.
• Es besteht ein hoher Bedarf an Beratung, der nur sehr lückenhaft abgedeckt ist. Explizite Forschung für den biologischen Anbau von Zierpflanzen und Gehölzen fehlt fast vollständig.
• Auf allen Ebenen wird großer Koordinations- und Regelungsbedarf deutlich. Deshalb wäre ein Gremium von Fachleuten aus Praxis, Handel, Beratung, Administration und Forschung sinnvoll, das sich der Weiterentwicklung des Sektors Ökologische Zierpflanzen und Gehölze widmet.
Grundsätzlich zeigt sich die ökologische Erzeugung von Zierpflanzen und Baumschulerzeugnissen als ein offensichtlich gangbarer Weg nachhaltiger und anwenderfreundlicher Produktion, der zum Leitbild für den gesamten Gartenbau werden kann.


Summary translation

The objective of this project was to assess the current production and marketing of organic ornamentals in Germany; as well as to provide an overview of the general regulatory framework of this industry.
• Field and greenhouse production of organic annuals and perennials constitutes an estimated 56 ha and 12 ha, respectively. Organic field and container production of shrubs and trees constitutes an estimated 370 ha and 7 ha, respectively.
• 90% of the operations surveyed said they would choose organic production, if faced with the question of conversion a second time.
• Fewer problems than anticipated were encountered in production, even in pest and disease management. But difficulties persist in weed control and nutrient supply from the growing media. Another challenge has been the sourcing of organically acceptable inputs in the production of annuals and perennials; and a decline in plant vigour caused by the common practice of successive planting of rosaceae in tree nurseries.
• Marketing was quoted to be the biggest difficulty for operations who engage in direct marketing; while wholesalers anticipated the biggest difficulty to be consistent supply of quality product.
• The majority of organic operations surveyed would be prepared to encounter financial difficulties during the conversion period.
• The operations surveyed noted that organic standards need expansion and revisions to address their industry; and that organic inspectors were lacking sufficient technical knowledge. State subsidies for organic ornamental nurseries were found to be inconsistent between the member states of the Federal Republic of Germany.
• A high need for an organic advisory service for these types of operations was indicated, but has not been sufficiently met to date. Further, research for the production of organic ornamentals has been nearly non-existent.
• The survey showed a great need for coordination and streamlining of this industry. A team of experts consisting of producers, advisors, administrators and scientists is needed in order to foster the ongoing development of the organic ornamentals industry.
Organic production of ornamentals as a sustainable and safe way of production is possible to implement. It could become a leading example for the horticulture industry as a whole.
