Summary
Die Landwirtschaft steht vor einer Reihe von Herausforderungen. Doch welche Entwicklungspfade können beschritten werden und wie wirken sich diese auf Aspekte der Nachhaltigkeit aus? Im Rahmen des Projektes wurden zwei, auf einer Formulierung des ehemaligen EU-Agrarkommissars F. Fischler beruhende, mögliche Entwicklungspfade in Form von Narrativen weiter ausformuliert. Die Entwicklungspfade wurden anschließend einer Nachhaltigkeitsbewertung anhand eines Sets von 29 Indikatoren unterzogen, die auf dem Bewertungssystem SAFA der FAO beruhen. Dabei wurden entsprechend der Leistungsbeschreibung des Auftraggebers vorwiegend ökologische Indikatoren betrachtet.
Es zeigt sich, dass der Entwicklungspfad Farming – basierend auf dem Prinzip der Kostenführerschaft und dem Ansatz der Rohstoffproduktion – hinsichtlich einer Vielzahl von Indikatoren negativ bewertet wird. Hingegen wird der Entwicklungspfad Agriculture – beruhend auf den Prinzipien der Umwelt- und Qualitätsführerschaft – unter Aspekten der Nachhaltigkeit vielfach positiv bewertet. Dies erstaunt nicht, da der Entwicklungspfad Agriculture schon in seinem Ansatz der Erbringung von Gemeinwohlleistungen dient.
Um als erwünschter, nachhaltiger Entwicklungspfad der Landwirtschaft zu dienen, ist eine Weiterentwicklung speziell des Farming-Ansatzes notwendig. Insbesondere für diesen Entwicklungspfad erscheinen die Formulierung von Grenz- und Zielwerten sowie die Festsetzung von Leitplanken notwendig, damit die Anforderungen an eine nachhaltige Landwirtschaft erfüllt werden. Hinsichtlich des Entwicklungspfades Agriculture ist es notwendig, den Ernährungssektor einzubeziehen, da zwar ausreichend, aber weniger produziert wird als unter dem Pfad Farming und daher entsprechende Anpassungen der Konsumgewohnheiten notwendig werden. Weitere Forschungsschritte sind nötig, um die Entwicklungspfade weiterzuentwickeln und Rahmenbedingungen zu formulieren, die diese erwünschten Pfade unterstützen und fördern.
Summary translation
Agriculture faces a number of challenges, but which development paths can be followed and how do they impact on aspects of sustainability? Within the framework of the project, two pathways based on a formulation of the former EU Agriculture Commissioner F. Fischler were further adapted into the form of narratives. These pathways were subsequently assessed through a sustainability assessment based on a set of 29 indicators within the SAFA rating system of the FAO. In accordance with the client's task description, mainly ecological indicators were considered.
This evaluation showed that the Farming pathway (based on the principle of cost leadership and the approach of raw material production), was negative for a large number of indicators. On the other hand, the Agriculture pathway (based on the principles of environmental and quality leadership) was often positively evaluated for sustainability. This is not surprising since the agriculture pathway is already used in its approach for the provision of public benefits.
In order to serve as a desirable, sustainable development path for agriculture, a further development of both pathways is necessary. In particular for the Farming pathway, the formulation of limit and target values, as well as the setting of guidelines appears necessary to meet the requirements for a sustainable agriculture. With regard to the Agriculture pathway, it is necessary to involve the food sector, since appropriate adjustments to food consumption habits are required as less is produced than in the Farming pathway. Further research steps are necessary to develop the pathways and formulate framework conditions that support and promote these desirable pathways.
