Summary
O presente trabalho tem por objetivo analisar se, a partir dos graves problemas sociais e ambientais no contexto da globalização, a abordagem agroecológica pode levar a condições sócio-ambientais mais satisfatórias para as áreas rurais do Terceiro Mundo, influenciando de forma significativa o conjunto do tecido social e repercutindo também nas Relações Internacionais. A este fim, estuda-se o fenômeno do desenvolvimento numa perspectiva histórica e suas interpretações dentro dos mecanismos internacionais que o teorizam e implementam, apresentando uma crítica ao seu reducionismo na perspectiva do chamado pósdesenvolvimento. Posteriormente, faz-se um recorte a partir do setor agrícola para apontar as problemáticas conseqüências sócio-ambientais do modelo hegemônico, contrapondo a ele a abordagem da agroecologia. Por fim, analisa-se o caso do Estado de Santa Catarina, que não somente ilustra as conseqüências concretas das estratégias desenvolvimentistas das últimas décadas, mas que também deu lugar a importantes experiências de agroecologia. Os resultados da pesquisa apontam para o emergir de uma sociedade civil global, ainda em forte medida invisível e que co-existe com as tradicionais Relações Internacionais. Ela é organizada em rede e procura mudanças concretas a partir do espaço local, numa perspectiva de síntese entre o tradicional e o moderno.
Summary translation
The present study intends to analyze if, considering the serious social and environmental problems in the globalization context, agroecology can lead to more satisfactory social and environmental conditions in the rural areas of the Third World, taking influence in the social context and reflecting also in International Relations. To this purpose, an approach of the phenomenon of development is made from a historical point of view, in order to study its interpretations inside the international mechanisms which theorize and implement it. Successively, critics to its reductionism are analyzed from the so-called after-development perspective. A clipping of the agricultural sector, intends to show the problematic social and environmental consequences of the hegemonic approach, opposing it to the more sustainable agroecologic proposition. The study of Brazilian Santa Catarina State, eventually, intends to illustrate the concrete consequences of development strategies during the last decades, and the realizing of important agroecology experiences. The results of the research point out that a global civil society is emerging, still almost invisible and co-existing with traditional International Relations. It is organized in network and aims at concrete changes starting from local space, in a perspective of synthesis between tradition and modernity.
