Summary

Die ökologische Land- und Ernährungswirtschaft – also die Erzeugung, Verar-beitung und Vermarktung von Öko-Lebensmitteln – hat sich in Ostdeutschland seit 1990 vom Nullpunkt aus sehr rasch entwickelt. Ein sehr dynamisches Wachstum erlebte der Ökolandbau, während die Verarbeitungs- und Vermark-tungskapazitäten sowie der Konsum von Öko-Lebensmitteln im gesamtdeut-schen Vergleich bisher unterdurchschnittlich sind. Insgesamt ist die Entwick-lung der Öko-Branche in Ostdeutschland eine Erfolgsgeschichte, aber die un-ausgewogene Branchenstruktur hemmt ihre weitere Entfaltung.
Im vorliegenden Diskussionspapier werden Chancen sowie die ökonomischen und politischen Hemmnisse für die Branche in der Region Brandenburg und Berlin analysiert und in den ostdeutschen Kontext eingeordnet. In der Stadt-Land-Region fehlen Verarbeitungsbetriebe. Aber die Branche verfügt wegen des großen Berliner Marktes für Öko-Lebensmittel über ein beträchtliches regi-onales Entwicklungspotenzial, das durch die Schließung von Lücken in der Wertschöpfungskette genutzt werden kann.
Abschließend wird der Beitrag der Öko-Branche zur nachhaltigen Regionalent-wicklung ausgelotet, wobei ein besonderes Augenmerk auf den sozialen und kulturellen Bereich gelegt wird.

After German unification in 1990, organic farming had a very successful start in East Germany. However, whereas the growth of organic agriculture has been very dynamic, the development of the processing and marketing indus-try, as well as the consumption of organic food is still below the German aver-age. Accordingly, this lack of capacity constrains the further development of the organic agriculture and food sector in East Germany.
The paper analyzes the opportunities and the economic and political restric-tions for the organic sector in the East German region of Brandenburg and Berlin. This city-country-region lacks organic food processing firms. Due to the large organic food market in Berlin, the organic sector still has a high growth potential. By bridging these gaps, the regional value added chains can be strengthened and developed further.
Finally, the paper discusses the contribution of the organic agriculture and food sector to a sustainable regional development with a special focus on so-cial and cultural effects.
