Summary

Ziel dieser Untersuchung war die Gewinnung von Informationen darüber, inwieweit die Ausdehnung des Ökologischen Landbaus in Regionen mit einem auffallend hohen Anteil an ökologisch bewirtschafteter Fläche auf den Einfluss institutioneller Faktoren zurückzuführen ist, welcher Art diese institutionellen Erfolgsfaktoren sind und ob sie politisch gestärkt werden können. Forschungsleitend war die Arbeitshypothese, dass auch bei ansonsten günstigen Bedingungen das Fehlen oder der ungenügende Entwicklungsstand institutioneller Voraussetzungen für die Ausdehnung des Ökologischen Landbaus einen entscheidenden Engpass bilden kann.
In einem ersten Arbeitsschritt wurde zunächst ein umfassendes Verständnis des Ökologischen Landbaus aus einer institutionellen Sichtweise entwickelt. Ausgehend von einer problemorientierten sowie von einer historisch-kulturalistischen Sicht werden Erfolgsfaktoren (gesellschaftliche Einbettung, Organisation des Wissens, staatliche Förderung, regionale Nachfrage) ausgewählt, die die regionale Ausdehnung des Ökologischen Landbaus theoretisch beeinflussen können, und Erfolgskriterien (Flächenausdehnung, Einkommen, Qualität, Stabilität, Breite gesellschaftlicher Aktivitäten, Akzeptanz und Legitimation) benannt, die der empirischen Beurteilung einer nachhaltigen Entwicklung des Ökologischen Landbaus dienen.
Den Kern der Studie bilden vier regionale Fallstudien in Regionen mit einem verhältnismäßig hohem Anteil an ökologisch bewirtschafteter Fläche (Südbaden, Region Bonn, Südthüringen, Uckermark). Aufbauend auf eine Beschreibung wird die Bedeutung der Erfolgsfaktoren für die Ausweitung des Ökologischen Landbaus sowie ihre Wirkung auf die o.g. einzelnen Erfolgskriterien analysiert. Hierbei wird erkennbar, dass die Bedingungen, die zu einer Flächenausdehnung des Ökologischen Landbaus beitragen, lokal sehr spezifisch sein können und sich heterogene Wirkungen der untersuchten Erfolgsfaktoren abzeichnen. Einzig die verbesserte finanzielle staatliche Förderung begünstigt in allen Regionen eine Ausweitung, allerdings bevorzugt auf den extensiv bewirtschafteten Grünlandstandorten.
In den Fallstudien wird ein grundlegender Wandel des gesellschaftlichen Systems Ökologischer Landbau deutlich. Spezifische Stärken des alten, endogen gewachsenen Ökologischen Landbaus drohen verloren zu gehen, ohne dass gegenwärtig adäquate funktional äquivalente Strukturen entwickelt worden sind. Diese Beobachtungen legen insgesamt den Schluss nahe, dass die politisch unterstützte Ausdehnung des Ökologischen Landbaus einen riskanten Wachstumspfad darstellt. Vor diesem Hintergrund wird davor plädiert, sowohl den Fokus als auch die Art der politischen Intervention zu verändern, wofür Vorschläge gemacht werden.


Summary translation

The objective of this research project was to gain information on regions where an extraordinary high proportion of agricultural land is cultivated by organic farming as regards the following questions: In how far can the increase of organic farming in such regions be explained by institutional factors, of what nature are these institutional factors responsible for the success of organic farming, and can they be reinforced by political intervention? The research activities were guided by the working hypothesis that, although other conditions may be favourable, lacking or insufficient pre-requisites for organic farming can be a crucial bottleneck for the development of organic farming.
In the first step of the analysis the authors develop a broadly based institutional concept of organic farming, differentiating between two scientific perspectives: the problem-oriented view focuses on specific properties of transactions associated with organic farming, including the corresponding arrangement of property rights and the design of governance structures. The historical and cultural view considers organic farming a social movement and emphasises the common patterns of perceptions and guiding ideas. Based on these theoretical concepts potential success factors (such as social embeddedness, organisation of knowledge, state subsidies, regional demand) which could influence the regional increase of organic farming from a theoretical point of view are selected. Similarly, success criteria (such as increase in cultivated area, income, quality, stability, range of societal activities, acceptance and legitimation) as tools for the empirical assessment of whether or not the observed development of organic farming can be considered sustainable.
The empirical research is based on four case studies in regions where the proportion of land cultivated by organic farms is relatively high (South Baden, a region near Bonn, South Thuringia, Uckermark). First the structure and the development of organic farming in these four regions is carefully described. Based on this, the authors analyse how relevant the success factors are for the increase of organic farming as a whole and what impact they have on each of the success criteria. This methodology reveals that the conditions which contribute to an increase of the agricultural area under organic cultivation can be very specific and may differ substantially according to local conditions. The only determinant which supports an expansion of organic farming in all regions is the increase of state subsidies for organic farming in Germany. However, this has mainly taken place on extensively used grassland. The other success criteria are affected by the success factors under investigation in a very heterogeneous way.
In addition, the case studies show that organic farming as a social system is experiencing a fundamental transformation. The traditional type of organic farming, which is a result of an endogenous process of growth and development, is threatened by losing its specific strength which cannot be replaced by adequate new structures with equivalent capacities yet, because these have not been developed up to now. These observations lead to the conclusion that the present way of supporting the increase of organic farming by policies based on financial subsidies may represent a risky path of quantitative growth. The authors recommend to change both the focus and also the design of political intervention. In particular, policies which are supposed to support a sustainable development of organic farming should be oriented towards the institutional arrangements and mechanisms of this farming system and try to reinforce the decentralised problem solving capacities of the actors involved.
