Summary

Summary translation

The main objective of this project is to analyse the strengths and weaknesses of organic beef production in Germany as compared with France, Austria, the Czech Republic and Argentina. Additionally, a number of marketing initiatives in France, Austria, Great Britain and Switzerland were analysed to examine their transfer possibilities to German conditions.
The International Farm Comparison Network was used to analyse eleven case studies of organic beef farms in the countries under investigation. The strength of the German farms lies on the return side which is dominated by direct payments, resulting in a relatively high policy dependence. Germany and Austria produce at the highest cost, and profitability in Germany is relatively low. Competitive pressure from France and Austria can not be expected as long as product price levels are higher than in Germany. On the other hand, export opportunities for Germany are limited due to the preference for national / regional origin of beef.
There appears to be an incentive for conversion to organic farming on marginal grassland locations in the Czech Republic. However, a change of the production system from bull finishing to steer and heifer finishing would be required. On the other hand, future cost increases can be expected. The price differences between domestic and potential export markets will determine the extent of expansion of organic beef production. Argentina is the lowest cost producer and shows major similarities between organic and conventional beef production. However, the potential for further expansion of organic beef production appears to be limited due to the local competition with crop production, the use of GMO-seed on locations suitable for crop production, and limited potential for expanding production to locations outside the Humid Pampa.
The policy impact analysis on the implementation of the EU CAP-reform shows that organic farms will most likely face income losses. This problem increases with aggravation of the cross compliance-standards and if the funds for the second pillar were to be frozen or even reduced. The cow-calf farms will probably suffer most under this situation.
The analysis of marketing initiatives shows, however, that the most pressing need for action lies on the marketing side and among the actors themselves. Improved product quality, price premiums, differentiation of marketing channels, vertical integration and improved communication are keywords. Policy can support this process with well-balanced arrangements of the framework-conditions, information, promotion of staff wages, further education, extension and national benchmarking systems as well as mediation between the market parties. As the elbow room for price increases appears to be rather limited in the foreseeable future, cost reductions remain a strategy for the producers, for example through specialisation, growth, productivity improvements and reduction of labour costs.
