Summary

Het initiatief voor dit boek is gegroeid uit een samenwerkingsverband tussen de Universiteit Gent Vakgroep Landbouweconomie, Faculteit Bio-ingenieurswetenschappen) en het Centrum voor Landbouweconomie (wetenschappelijke instelling van het Ministerie van de Vlaamse Gemeenschap) en het resultaat van diverse onderzoeksprojecten die voor het grootste gedeelte gefinancierd werden met IWT- middelen. Een derde partner is het voormalige Expertisecentrum agro-ecologische ontwikkeling (BLIVO) dat met veldexpertise een belangrijke toetssteen bood voor de wetenschappelijke analyses. Maar het onderzoek zou ook niet mogelijk geweest zijn zonder de bereidwilligheid van verschillende spelers (landbouwers,voorlichters, marktspelers,…) uit de biosector en de medewerking van gangbare landbouwers die bereid waren hun visie op biologische landbouw kenbaar te maken.
Bij de opstart van de genoemde IWT-projecten in 2001, zat biologische landbouw volop in de lift. Hoewel België nog achter bleef op het Europese gemiddelde, was er voldoende steun (o.a. dankzij medefinanciering van de Europese Gemeenschap), waren de vooruitzichten goed en de plannen ambitieus. De bioboom na de diverse voedselcrisissen maakte dat de vraag naar bioproducten de nationale productie ruim oversteeg. De campagne “10 op 10” mikte op 10 % van het landbouwareaal biologisch tegen 2010. Gegeven de tijdsperceptie, was deze ambitie gerechtvaardigd.
Na een korte periode van expansie valt de biologische productie in België voor het eerst terug in 2003. Verdere voedselschandalen blijven achterwege en er wordt alles aan gedaan om het vertrouwen van de consument in gangbare landbouwproducten terug te winnen. Terwijl de omzet binnen sommige biologische productgroepen nog jaarlijks stijgt, wordt voor andere biologische producten geen verdere groei meer opgetekend. Het huidige biologische aandeel van 1,25% van het landbouwareaal toont aan dat de realisatie van de vooropgestelde ambitie van 10% biologische landbouw in 2010, of hiervan afgeleid 5% tegen 2005, niet zo evident is. Het stokken van de ontwikkeling is echter voor het beleid niet direct een reden geweest om de ambities op te bergen.
De veranderende tijdsgeest doet echter niets af aan de relevantie van het boek. De recente ontwikkelingen hebben zelfs de noodzaak om antwoorden te zoeken op de gestelde onderzoeksvragen nog sterker bevestigd. Hopelijk zorgt deze studie voor de nodige onderbouw en inzichten in de algemene ontwikkeling van de bio-sector. Het boek is dan ook geschreven voor al wie betrokken is in de ontwikkeling van de biologische landbouw: politici, ambtenaren, voorlichters, marktspelers, beleidsvoorbereiders, …, maar ook voor gewone burgers geïnteresseerd in de ontwikkelingen binnen de landbouwsector. Zoals in het besluit gesteld zal het al dan niet ondersteunen van deze andere vorm van landbouw immers afhangen van het feit of hiervoor voldoende maatschappelijk draagvlak bestaat. Met dit boek hopen we een aantal elementen aan te bieden aan diegenen die zich hierover een mening wensen te vormen.


Summary translation

The initiative for this book arose from a partnership between the University of Ghent (Department of Agricultural Economics Faculty of Bio-Engineering Sciences) and the former Centre for Agricultural Economics (Scientific Institute of the Ministry of the Flemish Community), and the result of several research projects which were funded with IWT resources. A third partner was the former Centre of Expertise for agro-ecological development (BLIVO) that offered with field expertise an important test for the scientific analyses. But the research would not have been possible without the willingness of different actors (farmers, extension workers, market players, ...) from the organic sector and the cooperation of mainstream farmers who were willing to share their vision on organic farming. At the startup of the projects in 2001, organic farming was a growing sector in Belgium. Although Belgium remained behind on the European average, there was sufficient support (e.g. thanks to co-financing of the European Community), the prospects were good and the plans ambitious. After the various food crises the demand for organic products exceeded the national production and an ambitious campaign such as "10 out of 10" focusing on 10% of the agricultural area organic by 2010, was launched . After a short period of expansion, the organic production in Belgium however felt back for the first time in 2003. No further food scandals occur and every effort was made to win back consumer confidence in common agricultural products. While sales within some organic product groups still rose annually, for other organic products sales felt back. The organic share of 1.25% of the agricultural area in 2004 shows that the realization of the stated ambition of 10% organic farming in 2010 was not so evident. This changing spirit, however, does not reverse the relevance of the book. In a first chapter an overview of the standards, norms, production rules and legislation of organic production is given. Chapter 2 describes the evolution of the organic sector in Belgium. In chapter 3 the willingness to convert to organic production methods was approached from an innovation point of view. Chapter 4 focuses on the person behind the farmer. Chapter 5 reveals different visions on organic farming. The market and the consumer is the subject of chapter 6. Chapter 7 and 8 describe respectively strengths and weaknesses of the Flemish market in an international context and the development of price premium for different organic products. In chapter 9 and 10 the economical potential for conversion to organic farming of Belgian conventional farm was analyzed.
