Summary

Fairness gehört zu den Grundprinzipien des ökologischen Landbaus. Zudem bietet ein offensiver Umgang mit „Fairness“ die Möglichkeit, sich auf dem sich ausdifferenzierenden Biomarkt zu profilieren. Das Dilemma ist jedoch: Beides – Grundprinzip für alle und Instrument zur Ausdifferenzierung innerhalb des ökologischen Landbaus – passt nicht zusammen.
„Treiber“ der Debatte sind vor allem Pioniere des ökologischen Landbaus, weil viele von ihnen durch den Erfolg, der oft außerhalb der traditionellen Vermarktungswege zu verzeichnen ist, plötzlich zu „Getriebenen“ auf dem Biomarkt geworden sind. Alte Strukturen sind nicht mehr tragfähig und viele der Grundwerte drohen durch die aktuelle Entwicklung verloren zu gehen. So ist die Fair-Debatte in ihrem Kern auch eine Strukturdebatte.
Durch mit dem Bio-Boom verbundene Auswirkungen wie hohe Erzeugerpreise und Rohstoffknappheit verändern sich die Interessen der einzelnen Gruppen der Wertschöpfungskette. Früher war es meist das Interesse von Landwirten, verbindliche Absprachen über Absatzmengen, Preise und längerfristige Lieferverträge zu treffen. Heute brauchen vor allem die Verarbeiter die Sicherheit, kontinuierlich qualitativ hochwertige Rohstoffe zu bekommen.
Bei der konkreten Gestaltung von Fairness gibt es einerseits Versuche insbesondere über die Richtlinien das zu fassen, was zum Grundverständnis des ökologischen Landbaus gehört. Hier ergibt sich jedoch das Problem, dass „Fairness“ vor allem einen Prozess und keine eindeutigen Ergebnisse beschreibt und daher schwer in Richtlinien fassbar ist.
Auf der anderen Seite versuchen regionale Initiativen, Verbände und auch einzelne Unternehmen die Prozesse, die sie in ihrem Umfeld selbst fair gestalten können, in Selbstverpflichtungserklärungen oder Kodexen zu fassen und mit diesen aktives Marketing zu betreiben. Erste Projekte sind erfolgreich. Es scheint ein erhebliches Nachfragepotenzial nach „fairen Produkten“ im ökologischen Landbau zu geben.

Fairness is one of the basic principles of organic agriculture. Additionally fairness offers the possibil-ity of a better marketing on the more and more differentiating market for organic products. The dilemma is however: Both - basic principle for all and instrument of more differentiating within organic agriculture - does not fit.
The pioneers are above all the „drivers“ of the debate, because many of them have been „driven” by the development. Traditional structures are not carrying any longer and many of the basic values might be lost through the current development. That is why the fairness-debate in its core is also a debate about structures.
By the effects of the bio-boom like high producer's prices and scarcity of raw materials, the interests of the individual groups of the value chain change at present. In former times it was usually the interest of farmers, to have obligatory arrangements about sales volumes and prices and long-term supply con-tracts. Today above all the processors need security of getting continuously high-quality raw materials.
Regarding the concrete organization of fairness, there are different proceedings, which must be separated in principle. On the one side there are the attempts to use the instrument of the guidelines. They are due to descript everything, which belongs to the basic understanding of organic agriculture. There, however, we have to face the problem that „fairness“ describes above all a process and no clear results and therefore it will be difficult to put in guidelines.
On the other side regional initiatives, federations and also individual enterprises try to put the processes, which they can arrange themselves, into self-obligations and fair-codes and operate with them in their marketing. First projects are successful. It seems that there is a substantial potential of demand after „fair products“ in organic agriculture.
