Summary

Ziel des Projektes war es, konkrete Handlungsempfehlungen zur Entwicklung des Bio-Zierpflanzenbaus zu erarbeiten. Das Projekt wurde in Form von zwei Workshops mit Experten des ökologischen und konventionellen Zierpflanzenbaus zu den Themenbereichen „Produktion“ und „Markt“ durchgeführt.
Nach Einschätzung der Experten bestehen grundsätzlich gute Marktchancen für die Einführung von Bio-Zierpflanzen auf allen Vermarktungsebenen. Die Probleme in der Umsetzung liegen zum einen in der Vermittlung eines Zusatznutzens von Bio-Zierpflanzen beim Verbraucher, zum anderen in den derzeit noch höheren Produktionskosten. Das Hauptaugenmerk sollte zunächst auf den Bereich der Topfpflanzen, besonders auf Beet- und Balkonpflanzen sowie Stauden gelegt werden. Die Vermarktung von Bio-Schnittblumen hat sich als äußerst schwierig erwiesen.
Die Erzeugung von Bio-Zierpflanzen nach den Richtlinien der EU-Öko-Verordnung ist möglich, erfordert aber derzeit noch einen höheren Kostenaufwand. Dies gilt insbesondere, da der Zukauf von Sämlingsjungpflanzen untersagt ist. Hier würde eine Richtlinienänderung eine weitere Entwicklung fördern. Bei stetiger Weiterentwicklung der Produktionsverfahren wird die Bio-Produktion in Zukunft allerdings nicht teurer sein als die konventionelle.
Eine durchgängig erkennbare Zertifizierung und Labelung der Produkte ist Voraussetzung für die erfolgreiche Markteinführung. Hier bietet sich das deutsche Bio-Siegel an. Folgende Schritte sind erforderlich und wurden z. T. im Rahmen des Projektes bereits abgestimmt:
- Weitere Versuche zur Produktion von Bio-Zierpflanzen
- Erstellung einer Checkliste für umstellungsinteressierte Betriebe
- die Einrichtung eines bundesweiten Leit- oder Pilotbetriebe-Netzwerkes
- Änderung der EU-Öko-VO zu Sämlingsjungpflanzen
- Marketing- und Informationsmaßnahmen für Bio-Blumen


Summary translation

The aim of the project was, to get recommendations of action for the development of the production and market of organic ornamentals in Germany. Therefore two workshops with experts of production and market of organic ornamentals (one for production and one for market) have been organised. Referring to the state of the art, described by the different experts and a discussion following, a strengths and weaknesses analysis was done and strategy proposals for the further development of production and market of organic ornamentals have been worked out.
Conclusion
Most of the experts agreed, that there could be quite good market opportunities at many market levels. The main problem was seen by communication of the additional benefit of organic ornamentals to the consumers. In this context, it is quit a problem to get a (necessary) higher price or, in other words, to produce organic ornamentals profitably.
The main focus should be on the topic of potted plants, especially on bedding and balcony flowers and perennials, because of the practicability of production and the opportunities of the market. The marketing of organic cut flowers has proven very difficult.
According to previous experiences the organic production of bedding and balcony plants and perennials after the EU-Eco-regulation (EC) No 834/2007 is possible. But the organic production requires a higher cost. This is especially true, because by the EU-Eco-regulation (EC) No 834/2007 the usual purchase of ornamental seedlings is prohibited. An amendment of the EU-Eco-regulation would promote the development. During the project time, some experts applied for an amendment of the Eco-regulation at the EU-Commission, but unfortunately without success.
A steady development of production processes and products considered to be, the bio-production in the future, however, should not be more expensive than the conventional. This already is shown by some farms, which have converted their production methods a couple years ago and which already have achieved a high level of development in the field of production of organic ornamentals.
According to the experts, a consistently identifiable certification or labeling of the organic ornamental products is an essential requirement for the successful marketing. For this purpose, the german Bio-Siegel would be very usefull. Furthermore, it is essential that the marketer professionally and competently guide the launch of organic ornamentals. Ongoing information campaigns are also needed.
Important key components of a successful development of organic ornamentals are: Experiments on the biological production of ornamentals, the establishing a nation-wide pilot-operations-network in conjunction with a thorough and extensive monitoring by experienced consultants and a variety of marketing activities for organic flowers.
