Summary

When markets fail, there may be justification for some market regulations by governments. There are at least four recognised causes of market failures that may call for government intervention in agriculture: negative and positive externalities (notably environmental externalities), public goods, insufficient information and market power (a few buyers or sellers are able to exert power on prices). This reading key of public economics is here used to analyse to what extent government intervention in organic farming is justified. We then examine various corrective steps that governments may take on the example of the French plan in favour of organic farming.

Quand les marchés sont défaillants, il y a justification à une intervention du régulateur public. Il y a au moins quatre sources reconnues de défaillances de marché en agriculture : les effets externes négatifs et positifs (notamment les effets externes environnementaux), les biens publics, l’information insuffisante et le pouvoir de marché (exercé par un nombre réduit d’acheteurs et/ou de vendeurs en capacité de manipuler les prix). Cette grille d’analyse dérivée de l’économe publique est ici utilisée pour analyser dans quelle mesure il y a justification à une intervention du régulateur public dans le ‘domaine’ de l’agriculture biologique. Nous examinons différentes mesures que les gouvernements peuvent mettre en oeuvre pour développer l’agriculture biologique sur la base de l’exemple français (plan « agriculture biologique : objectif 2012 »).
